Having regard to the results of the ramp inspections carried out in 2008 and 2009 on the aircraft operated by the air carrier Air Algérie in the framework of the SAFA programme, the Commission had entered into formal consultations with the competent authorities of Algeria (DACM) in December 2009 as detailed in Regulations (EC) No 590/2010 [7] and (EC) No 1071/2010 [8]. The safety performance of the air carrier Air Algérie continued to be verified through the results of the SAFA programme along with the monthly reports sent by DACM to the Commission on the results of their surveillance activities on the air operator as well as on the progress made in the implementation of the aforementioned corrective and preventive plans. Das Sicherheitsniveau des Luftfahrtunternehmens Air Algérie wurde weiterhin anhand der Ergebnisse des SAFA-Programms sowie der monatlichen Berichte von DACM an die Kommission über die Ergebnisse der Maßnahmen zur Überwachung des Betreibers und die Fortschritte bei der Umsetzung des vorgenannten Korrektur- und Vorsorgeplans überprüft.
These formal consultations resulted in the implementation of satisfactory solutions to redress the identified safety deficiencies in the short term as well as in the development of a solid corrective and preventive action plan by DACM and the air operator Air Algérie for sustainable solutions. Diese Konsultationen führten zur Realisierung von auf kurze Sicht zufriedenstellenden Lösungen für die festgestellten Sicherheitsmängel sowie zur Entwicklung eines soliden Korrektur- und Vorsorgeplans durch DACM und das Luftfahrtunternehmen Air Algérie im Hinblick auf nachhaltige Lösungen.
At this meeting the Commission took note of the commitment made by the competent authorities of Algeria to carry out a comprehensive root cause analysis and to present a solid corrective action plan as well as all relevant information showing the actions taken by both the competent authorities of Algeria and of Air Algérie to bring a sustainable solution. Air Algérie presented a further enhanced corrective action plan to the Air Safety Committee on 10 November 2010. Am 10. November 2010 legte Air Algérie dem Flugsicherheitsausschusses einen weiteren, verbesserten Plan zur Mängelbehebung vor.
Following the adoption of Regulation (EU) No 590/2010 [8], the air carrier Air Algérie has performed numerous inspections on its aircraft before departure for destinations in the Union. Following a meeting with the competent authorities of Algeria, the air carrier as well as the competent authorities of France and EASA on 9 June 2010, the competent authorities of Algeria committed themselves to provide complementary information before the meeting of the Air Safety Committee, including a list of surveillance activities carried out by this authority on Air Algérie. In order to develop a continuous monitoring of the safety performance of the air carrier, the Commission requested the competent authorities of Algeria to also send monthly reports on their surveillance activities in the areas of continuing airworthiness, maintenance and operations on Air Algérie including on the verification of implementation of the corrective action plan which has to be submitted. Im Hinblick auf eine fortlaufende Überwachung des Sicherheitsniveaus des Luftfahrtunternehmens bat die Kommission die zuständigen Behörden Algeriens ferner um Übersendung monatlicher Berichte über ihre Überwachungstätigkeit in Bezug auf die Aufrechterhaltung der Lufttüchtigkeit, die Instandhaltung und den Betrieb von Air Algérie, u. a. zur Überprüfung der Umsetzung des vorzulegenden Plans zur Mängelbehebung.
In the meantime, the Member States shall continue to closely monitor the performance of Air Algérie in the framework of Regulation (EC) No 351/2006 in order to provide the basis for a new assessment of this case at the next meeting of the Air Safety Committee. These reports focused on the results of safety oversight conducted on the activities of Air Algérie and were supplemented with the findings discovered during the inspections carried out by inspectors of Air Algérie on aircraft of the air carrier. The competent authorities of Algeria also put in place in September 2010 teams of technicians to perform inspections (called SANAA inspections), on the basis of the SAFA methodology, on aircraft operated by the company Air Algérie, notably those which are operated on routes to the Union.
