Im Falle einer Gasinfrastruktur, bei der es sich nicht um eine Verteilerinfrastruktur handelt, darf eine Ausnahme nur genehmigt werden, wenn in diesem Gebiet noch keine Gasinfrastruktur errichtet worden ist oder die Errichtung einer derartigen Infrastruktur weniger als zehn Jahre zurückliegt.
