Eine ‚Qualitätsänderung‘ bedeutet, dass nach Einschätzung eines Mitgliedstaates eine Ersetzung zu einer signifikanten Veränderung des Ausmaßes geführt hat, in dem das Ersatzproduktangebot den Konsumzweck des entsprechenden Konsumsegments, zu welchem es gehört, erfüllt.	“Quality change” means that a replacement has resulted in a significant difference in the degree to which the replacement product-offer serves the consumer purpose of the consumption segment to which it belongs, whenever the Member State judges so.
Eine Qualitätsänderung sollte anhand der Spezifikation konkreter Produkte innerhalb eines Konsumsegments bewertet werden.	Quality change should be assessed by reference to the specification of concrete products within a consumption segment.
Qualitätsänderung bezieht sich somit auf das Ausmaß, in dem die zur Verfügung stehenden Produkte geeignet sind, den Zweck des Konsumsegments, zu dem sie gehören, zu erfüllen.	Quality change thus relates to the degree to which available products are fit to serve the purpose of the consumption segment to which they belong.
